Post-1947 state of affairs:
–
FCR did not provide the application of Evidence Act and Cr.P.C.
Jirgas
of four notables had to be constituted by DC from out of the local
notables, who would recommend punishment to the DC/DM. The judicial
authorities were DM and Commissioner only. Maximum punishment of 14
years could be awarded
–
Ordinance I of 1961 replaced FCR
–
Ordinance II of 1968 replaced Ordinance I of 1961, which was known as
JIRGA LAW due to its retention of almost all the provisions of FCR
–
Policing in Balochistan was performed by two agencies, Police (5% area
with 45% of populace) and Levies Force (95% area with 55% of
populace)
–
The Hon’ble Supreme Court of Pakistan
declared Ordinance-II of 1968 as void on 10-04-1993
ABOLISHMENT AND
RESTORATION OF LEVIES
–
Conversion from ‘B’ to ‘A’ area started in 2003 and completed on
01.09.2007
–
At that time the whole of Balochistan Province was being controlled by
Police
–
Re-conversion of ‘A’ area into ‘B’ area started in July 2009 and
completed on 15.05.2010
–
Except Jaffarabad, former ‘B’ area
of all 29 districts has been restored w.e.f. 15.05.2010.
–
Due to deteriorating law and order situation in Naseerabad District,
firstly 3 more Police Stations were declared as A area and later the
entire District was declared so.
