Meeting scheduled between representatives of United Nations Office on Drugs and Crime (UNODC) and Acting Inspector General of Police Balochistan Quetta was held on 07.03.2012 at 11:30 hours in the Central Police Office, Balochistan.

During the meeting establishment of more CBT Centres were discussed in details. The Representative of UNODC pointed out that they have already selected venues both in RTC Tippu Line and Police Line CCP Quetta for establishment of CBT Centres.

They further pointed out that they will be distributing Crime Scene Investigation Kits in all Police Stations in Quetta. These Investigation Kits will be used by the Mobile Staff of each Police Station to act as First Responder for which the

Police Station Staff will be trained by UNODC. The UNODC Representative also showed interest in the enhancement of skills of Police Officers involved in the handling of forensic science issues. For this purpose a “Train the Trainers Program” (ToT)

will be conducted by UNODC for the officers of Police Training Institutes. The UNODC has recently handed over 730 bicycles to Balochistan Police which were further distributed to the field staff.

CPO Training Branch in collaboration with ROZEN conducted a Training of Trainers (ToT) course on Attitudinal Change Module for the Instructors of PTC Sariab / RTC Kachmore from 15.12.2011 to 23.12.2011 at CPO Auditorium Hall.

Training programme was attended by 23 Instructors both from PTC Sariab Quetta and RTC Kachmore Quetta Cantt. On conclusion of the training programme, successful participants were distributed Certificates.

CPO Training Branch in collaboration with ICRC (International Committee of the Red Cross) conducted Training on International Standards of Policing from 20.12.2011 to 21.12.2011 at CPO Auditorium Hall

so in that future any information of every FIR could be made online.

Crimes Branch conducted a raid and recovered 1.71 Kgs Heroin and arrested 4 accused persons during last 24 hours

Police arrested 1 Proclaimed Offender, 11 absconders and 3 accused persons wanted in various cases during last 24 hours.

Rao Amin Hashim Inspector General of Balochistan inaugurated Computer Based Training (CBT) Centre of Police Training College Sariab Quetta on 29-09-2011.

The IGP has directed that all trainees of pre-service / in-service courses will undergo Computer Based Training in Police Training College, Quetta.

The IGP further directed that Commandant PTC Sariab will include the CBT Programme in the syllabus of all courses.

The IGP also directed that trainee who fails to qualify the Computer Based Training, he will be declared as fail in the in-service / pre-service course which he has undergone.

UNODC has established Computer Based Training (CBT) Centre at Police Training College Sariab Quetta. The CBT aims to support capacity development of law enforcement agencies in Pakistan to counter criminal activity through the introduction

In 2012, UNODC will also provide fully equipped CBT Centre in Headquarter Police Line Quetta.

TRIBAL DISPUTES IN BALOCHISTAN

 

LORALAI REGION:

 

1.                     TRIBAL DISPUTE IN DUKI.

 

                        Tribal Dispute between Nasir and Tareen tribes exists over coal mining rights in Duki, District Loralai. In this regard (21) criminal cases have been registered against Tareen tribes and (12) criminal cases have been registered against Nasir tribe including murder, attempted murder since 2005. Both the tribes have large amount of sophisticated arms and weaponry, every time a fresh incident takes place, the warring tribes resort to indiscriminate aerial as well as damage to public and private property besides giving calls for strikes in Duki and adjoining areas.

 

2.                     INTER TRIBAL DISPUTE IN RAKHNI BARKHAN.

 

                        An intra tribal cum political dispute exists between Sardar Abdul Rehman Khetran and Mir Baz Waga Khetran. In this regard numerous cases of heinous nature have been registered against both the parties from time to time. In this regard (9) nine cases have been registered against Sardar Abdul Khetran group and (6) six have been registered against Mr. Baz Waga Khetran group.

 

3.                     TRIBAL DISPUTE BETWEEN LUNI AND DURANI/ PAWADI MUREE TRIBES IN CHAMALANG AND DUKI.

 

                        An old enmity between Luni and Muree tribes is going on. In clash between Luni and Muree tribes one namely Mazar Khan s/o Dost Ali Alias Dostain was murdered on 04.09.2010. The Muree tribes denied for reporting of FIR and stated that they will revenge. The situation between both the tribes is very tense. Chamalang coal mines issues, turned murderous feud between Luni and Muree over excavation of Chamalang coalmines.

Conflict was started after murder of Mohammad Aslam Hamidzai before 35 years ago, who was killed by Ghabizai Tribesman. After that in 1990 Hamidzai tribesman killed the prominent leader of Ghabizai tribe namely Mohammad Khan along with his two sons. Both tribes used sophisticated weapons on each other at Gulistan, resultantly more then 400 persons killed of both tirbes

15 years before, Shah Gul Ghabizai was killed by Kakar (Masezai), due to this conflict was started between both tribes.

Sanari Zehri and Mengal Tribes

Tribal clash between Sanari (Zehri) and Mengal Tribes started on 14.10.2007 when three persons of Sanari Tribe have been killed by the peoples of Mengal Tribe in Dasht-e-Gohran (Area of Levies Station Saddar Kalat) A case FIR No. 40/2007 u/s 302, 337, 34 had been registered in Levies Station Saddar Kalat. After this incident many people of both tribes have been killed/injured in different areas of Kalat district, and cases registered in Levies Stations Saddar and Surab district Kalat. Last incident of this clash take place on 15.06.2010, in which namely Khuda-e-Dad Khan of Sanari Tribe had been killed by Mengal tribe in Surab area, case FIR No. 37/10 u/s 302, 147, 148, 149 have been registered in Ex- Police Station Surab.

Tribal clash between Langov and Lehri Tribes started in the year 2010 in Mangochar area for bargaining of money. In the result Zaib Langov brother of Mir Khalid Langov has been fired and killed when he was traveling from Quetta to Mangochar with his brother and others. After this incident many peoples of Lehri and Langov tribes killed/injured in Mangochar and Quetta area.

SIBI REGION.

 

DISTRICT KACHHI:

 

1.                        RIND VS RAISANI

 

In 1983 a tribal feud has been started between Rind and Raisani tribes in connection with General election 1988. About 200/300 persons have been killed both side, Jatoi tribe was allies with Sardar Yar Muhammad Rind but now this tribe has been separated about 2/3 years. This tribal dispute belongs to Dhadar “B” area of district Kachhi.

 

INTENSITY               :           SEVERE

 

2.         SYED V/S AIRI

 

In 1994 01 Syed and 08/09 Airies tribal person killed. This tribal feud is still going on between Syed and Airi tribes. This tribal dispute belongs to Bhag “B” area of district Kachhi. Police has arrested 03 criminals involved in this in April 2010 who were sentenced death by trial court.

 

INTENSITY               :           MEDIUM

 

3.         MUGHAIRI V/S JATOI

 

Last year UC Nazim Mehboob Ali Jatoi was killed by Mughairi tribal person during snatching a motorcycle. This tribal feud is still going on. This tribal dispute belongs to Bhag “B” area of district Kahhi.

 

 

INTENSITY               :           MEDIUM

 

4.         JAMOT V/S SHAHWANI

 

Jamot and Shahwani tribal dispute has been started about 24/25 years and 8/9 persons of Jamot side killed on land dispute. This tribal dispute belongs to Haji Shaher “B” area of district Kachhi.

 

INTENSITY               :           MEDIUM

 

5.         LEHRI V/S ABRO

 

About 1860 a tribal feud has been started between Lehri and Abro tribes in this tribal feud many person have been killed both side. Last month Lehri tribe has occupied over land of Abro tribe forcibly. District Police took quick action in this regard and occupied land of Abro tribes had recovered from Lehri tribes. This tribal dispute belongs to “B” area of District Kachhi.

6.         BANGULZAI V/S MUNDRANI

 

About 4/5 years Bangulzai and Mundrani tribal dispute started on lad dispute. This tribal dispute belongs to “B” area of district Kachhi.

7.         SATAKZAI V/S SUMALANI

 

Satakzai and Sumalani tribal dispute has been started on 07th January 2011 land dispute. 06 persons of sumalani tribal injured while 07 Satakzai injured and 02 killed. This tribal dispute belongs to Mach “A” area of district Kachhi.

8.         SHAHWANI V/S SHAHWANI

This tribal dispute was started between 02 groups of Shahwani in the area of Haji Shahir “B” area are on land. This tribal feud still going on.

9.         SUMALANI V/S RAHIJA

 

The tribal dispute between Sumalani and Rahija has been recently resolved. The bone of contention was nothing serious but some fight of the children in the Mach bazaar.

10.       SUMALANI V/S KURD

 

The tribal dispute between sumalani and Kurd has been recently resolved. The issue was not serious but some fight of the young men in the Mach bazaar.

Rahija Bugti Tribe v/s Kalpar Bugti Tribe

The head of Rahija tribe was late Nawab Akbar Bugti and the head of Kalpar tribe was late Wadera Khan Muhammad Bugti. Their enmity was started on the bases of  politics on 1992 and still it is continuing, where many loss of life were reported. Their enmity effected badly on the law and order situation in the district so far.

Rahija Bugti Tribe v/s Sub tribe of Rahija

The head of Rahija tribe was late Nawab Akbar Bugti his enmity with his cousin MNA (PML-Q) Mir Ahmedan Bugti was a political quarrel between them. It is also effected the law and order situation of the district.

Raghija Bugti v/s Masori Bugti tirbe

The head of Masori Bugti tribe is Mir Ghulam Qadir Masori Bugti and Wadera Tariq Masori Bugti who are the supporters of the government. Their enmity started with late Nawab Akbar Bugti on political basis their enmity badly effected on the law and order situation in the district.
